Realism, sovereignty, and transnational experience are three concepts that hold significant importance when examining international relations. Each plays a role in shaping the way states interact with each other and how individuals experience the globalized world. In this article, we will delve into the interplay between these concepts, uncovering their relevance and implications in today's ever-changing geopolitical landscape.

Understanding Realism

In the realm of international relations, realism is a theory that emphasizes the pursuit of national self-interest and the preservation of power. It argues that states act as rational actors driven by their own interests and power considerations rather than moral or idealistic objectives. The realist perspective assumes that anarchy exists in the international system with no overarching authority, leading states to prioritize their own security above all.

Realism sees sovereignty as a crucial aspect of statehood. Sovereignty refers to the authority and autonomy that a state possesses over its territory and population. States exercise their sovereign power by making decisions independently and maintaining control over their domestic affairs. This notion of sovereignty has been the cornerstone of the nation-state system for centuries.

The Challenge of Transnational Experience

However, in today's interconnected world, the boundaries between states have become increasingly porous. The rise of globalization and technological advancements has facilitated the movement of goods, people, and ideas across borders, blurring traditional notions of state sovereignty. Transnational experience, characterized by the interaction and interdependence of individuals and communities beyond national borders, challenges the traditional realist understanding of the world.

Transnational experience encompasses various phenomena such as migration, global trade, international organizations, and multinational corporations. It highlights the interconnectedness of societies and the impact of global issues that transcend national boundaries. The emergence of transnational actors, such as non-governmental organizations (NGOs) and global social movements, further blurs the line between domestic and international realms.

The Interplay Between Realism, Sovereignty, and Transnational Experience

The interplay between realism, sovereignty, and transnational experience is a complex and dynamic relationship. Realism emphasizes state sovereignty, but transnational experience challenges the notion of exclusive state control and independence. In the face of global challenges, states are often compelled to cooperate and negotiate with other actors, compromising their full sovereignty to address transnational issues effectively.

On one hand, realist principles drive states to pursue their self-interest and protect their sovereignty. They may be reluctant to engage in multilateral agreements or surrender their autonomy, fearing a loss of power or control. Realism's emphasis on the anarchic nature of the international system serves as a basis for state-centric decision-making.

On the other hand, transnational experience highlights the interdependence and shared interests of states in addressing global challenges. Issues like climate change, infectious diseases, and terrorism require collective action that goes beyond individual state capabilities. The need to collaborate and coordinate with other countries and transnational actors becomes essential for effective solutions.

Advancing a Balanced Approach

While realism and transnational experience may seem contradictory at first glance, finding a balanced approach is crucial in navigating the complexities of the modern world. Acknowledging the importance of state sovereignty while recognizing the need for international cooperation can lead to fruitful outcomes in addressing global challenges.

States must strike a balance between protecting their sovereignty and engaging in transnational initiatives. By understanding the shifting dynamics of power and the interconnected nature of global issues, states can act pragmatically to further their interests while contributing to collective global goals.

The interplay between realism, sovereignty, and transnational experience is a significant aspect of contemporary international relations. While realism emphasizes state sovereignty and self-interest, transnational experience challenges traditional boundaries and calls for international cooperation. Navigating this interplay requires a balanced approach that recognizes both the importance of state autonomy and the shared responsibilities of global governance.

As the world continues to evolve and interconnect, it is essential to examine and understand these concepts to shape a future where states can effectively address transnational challenges while upholding their sovereignty.

How did realist fiction alter in the effort to craft forms and genres receptive to the dynamism of an expanding empire and globalizing world? Do these nineteenth-century variations on the "geopolitical aesthetic" continue to resonate today? Crossing literary criticism, political theory, and longue durée history, The Victorian Geopolitical Aesthetic explores these questions from the standpoint of nineteenth-century novelists such as Wilkie Collins,
George Eliot, Gustave Flaubert, and Anthony Trollope, as well as successors including E. M. Forster and the creators of recent television serials. By looking at the category of "sovereignty" at multiple scales and in diverse contexts, Lauren M. E. Goodlad shows that the ideological crucible for "high" realism was not a
hegemonic liberalism. It was, rather, a clash of modern liberal ideals struggling to distintricate themselves from a powerful conservative vision of empire while striving to negotiate the inequalities of power which a supposedly universalistic liberalism had helped to generate. The material occasion for the Victorian era's rich realist experiments was the long transition from an informal empire of trade that could be celebrated as liberal to a neo-feudal imperialism that only Tories could
warmly embrace.

The book places realism's geopolitical aesthetic at the heart of recurring modern experiences of breached sovereignty, forgotten history, and subjective exile. The Coda, titled "The Way We Historicize Now", concludes the study with connections to recent debates about "surface reading", "distant reading", and the hermeneutics of suspicion.
